Default Txt throttle response

I have a 98 txt that I am looking to slow down a little bit. It has great top speed, but it’s all or nothing. There is no slow speed which isn’t good for the kids around the yard. Would that be a governor adjustment or a throttle cable adjustment? Thanks!

Make sure the idle screw on the carb isn't cranked all the way down iv seen people do this thinking they are adjusting the governor and it will give out all or nothing

No. Look at the rotating plate on top of the carb and it will have a finger for lack of better terms hanging down on one side. There is a screw that is the idle setting that this rests against. back that out until it idles correctly.

Got it. It seems like it's backed all the way out. It seems like the problem is the throttle cable is not returning the way it should be. The little stopper on the throttle cable doesn't come back and rest against the screw.

probably the linkage that's near the rear of the engine where two plastic ball joints and rods connect between the carb and rear end. That tends to freeze up or rust up. Also could be a bad cable from accelerator to governor.
