Check this site sponsor out he has a few leaf springs that will work for you.
On that brake cable. On the lift I just installed on a DS the cables would not go back in the spring hanger. Really did not hang low at all. That was a 6” lift.

Yes, my cable is a little taunt and will not go back to that hanger. Okay, so the cable being outside that hangar after the lift is normal. Would I be able to tell the lift on mine by measuring the lift block over the rear axle?

I am really not trying to be dense. I just ask until I get a clear picture. So is the cross member the place where the red arrows are pointing to in the pictures? The place where the springs are welded to?

Correct, my stands have a "U" shape that nests well with the crewmember.

Place them as near to the outside of the crossmemder as you can, to avoid side-to-side rocking.

Perfect thank you! I may end up getting the single spring against my better judgment. I would have purchased a 2-leaf but I believe a 3-leaf would be too much. I am not too sure if I would cut the old spring to the proper length to make it work. I did get excited thinking about buying a new cordless bandsaw!

If the cart did just fine with the single spring before, it will be just fine with the new replacement. Remember the new ones will be more rigid compare to the old worn ones. Keep the old around for a while in case you get adventurous and decide to try the add-a-leaf trick.
As far as the jack stands. safety first... I always put a car up on the stands lower the jack an inch or so and then grab the car and give it a shake, If it feels stable go to work. If not readjust...
Funny story with my cart when I was doing my lift, At one point I had the jack stands pretty much under the center of the cart, my dumb a$$ never set the brake after pushing it into the garage. I removed the whole front axle and you guessed it... I am standing there watching it slide down off the jack stands, Saying to myself.. NO NO NO....You Idiot....
Luckily it didn't slide off completely.
I then removed the Batteries just to dump the extra weight while I finished it up.
