Easy to check. Find the main cable from the solenoid to the controller B+, clip a test lead to it. If the voltage drops instead of increases when solenoid clicks, solenoid is bad (given that the voltage on the other large solenoid terminal does not drop as well). Another indicator would be if the precharge resistor quickly gets hot when pedal is pressed (would indicate the resistor is trying to pass the current normally passed through the solenoid).

I gave up and went to bed. Came back out this morning and it works again .
