Question 2003 electric Ezgo not taking charge

i got this cart yesterday , charger starts as soon as i plug it in, but the amp hand wont go but a quarter of the way on the gauge. It dont seem to be taking the charge and the charger will get super hot , start smelling wires getting hot. any sugestions ?

Putting the post in the ezgo section would probably be better but maybe the mods can help with that. Sounds like the capacitor in the charger has gone bad. Which charger do you have?

lestronic 11 charger 36v model 07897. done some checking on charger. transformer has been hot (black on side) checked cap. seems to check good, only getting 9.9 vac on secondary side . i got diag. on charger but cant read for sure the correct vac, looks like it reads 66vac , but not sure. I think its done for!!!! yes oversight in posting this in correct section.

With the cap disconnected and wires pulled off the the diodes should see mid 60s. With cap connected roughly 90vac
