I would say either no compression or out of time.

All you did was rebuild the rear axle?
Was it running before you worked on it?
Try a new spark plug?

It was running prior to the rebuilding the rear end/governor. The cart has been sitting for about 8 months. Could it be the battery? My son has bypassed the foot switch and when you turn the key to on it will run for a short time. However when you hit the gas pedal, I get nothing. Tried to jump start but no luck. Any ideas?

When you say "run" for a short while, is it running and reving up or just the starter spinning it over?
Need to charge the battery fully if it is in question and change the fuel.

The starter is just turning the motor over... I will charge the battery and try that.

Are you pulling the choke. My G16 doesn't want to start if it is cold without the choke.

When turning the key on, the starter kicks in and runs the cart. Hit the gas pedal and nothing happens the cart still runs only from the battery. Charged the battery and ran the fuel line from the gas tank directly to a gas can. Still nothing..... Could it be the fuel pump? How do you test the fuel pump? I am struggling....

So you are not getting fuel from the fuel line that you removed from the carb, correct?
1st, check the hose between the pump and motor for cracks or loose fit, that works the pump from crankcase pressure pulses.

Remove the fuel line from the carb again and with air hose, blow slowly into gas tank filler with rag wrapped around blower, fuel should come out of fuel line that was removed from carb.
If you don't have an air hose disassemble everything from the tank, including the tank pick up tube, to the carb and clean.

Check the accelerator cables, if they are not working the engine may not have compression.
