Default 99 ezgo txt rebuild problems. PLEASE HELP!!

Afternoon, my 99 ezgo txt gas motor finally bit the dust so I decided to install a newly rebuilt motor. I picked up a 295cc robins motor. Checked the valves to make sure they were properly set and fired it up. Noticed it had gas coming through the the carb and is blowing soot and gas out the exhaust. Besides that it runs good out of gear but bogs down to a crawl when it's under a load.

Long story short here's everything I've done:

Checked compression- 170-175 on both cylinders
Checked valve settings 4 times
New primary clutch
New NGK's
New coil
New carb
Re wired cart to make sure it has a good ground
Unhooked voltage regulator and tested and made sure it wasn't pulling the motor down.

Still burning lean with no power under load. The gov is still set at factory setting.
Any help would be appreciated.

Both butterflies in working order? Fuel filter new? Fuel Pump working? Fuel pump vacuum line without leaks?

May have to google butterflies...haha. Not sure what that is.

Fuel pump & filter are new. No leaks any where on lines.

Could it be that the float is sticking in the carb? If it is then the pump would be pushing too much fuel through the carb. Fuel blowing out of the exhaust doesn't sound lean but rather rich.

I prob got the terms switched. Im very new to working on small motors.

Ive Tried both carbs twice each. same result.

Here's the thing thats killing me, The golf cart was running fine on the old motor but the last year or two I was having to adjust valves and It started burning some oil. I knew a new engine was in my future.My family really used the heck out of this cart. It seemed like I should've just been able to take old engine out and insert new engine. Some small adjustments then back to norm........At least thats how I sold it to my wife...lol

Im going to take off the cover and take a look at the pulsar. it my not be set right.

Do you guys think the muffler could be restricted somehow with all the soot shooting out of it?

I had the same problem once. Make sure your gas lines are running in the correct inlets and outlets. If you mix up the vacuum line with the gas outlet on your pump it will shoot gas out of wild places just like you described.

Also, check coil wires, bare spots, etc. Could be missing spark at higher rpm. Wouldn't be the first time I've heard "new" coils being "bad". Check oil, see if gas is getting into crankcase.
