Mine had issues where the governor bracket attached to the stud coming out of the transaxle. I loosened the bracket at that stud and spun the bracket to the right and tightened the stud. Then loosen the stud bolt on the bracket, set the idle, tighten the bolt then set your speed.

I always thought it was tightening the nut circled below that would get the speed up.... or is it different on that model? Like in the second pic from the tech section.

Unless of course the throttle cable has already been jacked with and is out of adjustment. In my experience, you have to get the throttle right before gently tweaking the gov.

Sc, first pic is the fnr cable on a Kawasaki equipped cart. Second is the governor adjustment on a Robbins equipped cart. Different setup completely. Kawasaki drive trains are a little tougher to get 100% right.
