I ASSUME that you are using the choke to adj the A/F ratio. I would suggest first, making sure you have good fuel supply and pressure. I don't think the pumps put out much pressure, but if you pull the fuel line off, and crank the motor, you should get good shots of fuel out of the hose. If that is not the case, I would be checking my fuel pump, fuel lines, filters, etc. If that IS the case, and you have good squirts of fuel try pulling the carb off, and checking the float level. I have no idea what it is supposed to be, but if it is low it will make it lean, so you could raise the level a little and try that. Also with these cheap carbs, they have to save money somewhere and I bet it is labor. I am sure the jets and all are manufactured just fine, if there is any issue I would bet on assembly, and adjing float height is part of that, so I think there is a good chance that is off. Like I said, my cheap carb works fine. Also, be sure you do not have leaking crank seals.

yeah fuel pump has always had good pressure
only reason i needed a new carb is because i read somewhere if i gutted my muffler i would have to have a bigger jet and instead of buying a new jet i just drilled it out a little (turned out my biggest issue was my piston was in backwards)

Piston in backwards is an old super stock trick to reverse pin offset, but that trick won't work on a 2 stroke! Did you get it fixed?

Reading back through this thread, it sounds like you are lean. Are you running a super free flowing air filter or something? Maybe try pulling the carb and checking the float level, or maybe even raise it a little, that will fatten up the mixture some.
Oh, and the GM HEI conversion is VERY easy, and probably only take an hour to do even with making the mounting pad for the module.
I just put a digital CDI box on mine, and while it used to crank for 30 seconds or longer in the cold, it started in 3 seconds!
