Default 2004 Ezgo Slugish

2004 exgo gas. When you are going and let off of gas, when u get back into gas the cart is very slow to start going again and build back up the rpms. I can overcome this problem by adjusting govererner. But if I adjust it to where it is not a prob. I am hitting rev limiter. Cart runs great and runs out fine other than this prob. Any suggestions to try and fix it? Thanks
