HELP!! What am I missing? 94 EZGO

I got this 94 EZGO that I swapped engines in with another 94 engine that came out of a "running" cart. Well after figuring out that one cylinder had low compression, i pulled the head off and cleaned out all the carbon and re-lapped the valves. Now both cylinders have 165-170# compression. So I got good compression, good spark, Timing marks are lined up where they should be, valves are set as they should be, but it dont fire. I even tried putting some fuel through the front of the carb and nothing. I dont have the muffler on it yet cause I wanted to make sure if ran ok before finishing the install. Any Ideas on what to check or do next?

sounds like a fuel issue, take fuel line loose at carb, crank and see if your squirting fuel. check the carb needle valve, maybe stuck, carb bowl should be full of fuel. pull spark plugs, are they wet or dry?
