Default Crank Case Gasket

Do you put RTV on a new crank case gasket?
I picked up the meter maid mobile at a local auction and the cart had issues, it idled fine but died as soon as you give it gas, it has good compression, I worked on it a little last year then forgot about it and went fishing. Since winter doesn't want to go away this year I thought I would pull the motor and fix the engine. I posted a picture below, you can see a gob of RTV on the case behind the clutch, (someone tried to plug a leak) that was a good indication that the gasket was bad which it was, about 3" was gone when I split the case. So should I smear on some RTV before I put the new gasket on? what else should I do/check/replace before I put it back together?

NO RTV. A true OEM gasket J38-15451-02-00 will have a sealant on the area most likely to cause a leak (between the bolts were the dip stick is).

I put it back together and it runs like a champ, but boy is it slowwwwww
