Gas club golf cart 1996, not turning over with gas peddle but with solenoid

Hi there, I just picked up a 1996 gas club cart, 2 cylinder 4 stroke, I bought as non running, the guy I got it from said it was going Columbus Day weekend and died and they pushed it home, he said he put a brand new battery in it and a solenoid, nothing happens when the gas peddle is pushed in, the reverse beeper dosnt even kick on, I jumped the solenoid and it turns over but has no spark when I do that, it does appear someone has messed with the wireing in this machine unfortunately so I hope it dosnt take me for a run with my money. ive tested a few things like the battery has 12.3 volts and a couple other small things but I’m also learning still, I did a continuity test on the vuse it that seems to be fine, i went around and pulled grounds off and wire brushed them. Not sure where to begin new to the golf cart stuff any help is greatly appreciated

After further poking with test light ive come to the conclusion I have power at two wires at the key switch which there are 3 wires there, but at the switch under floor Matt for the gas pedal the two wires that go into that little switch there is 0 power at it but when I open and close it with the continuity test that seems to work, but shouldn’t I have one constant hot at that switch?
