problems with 98 TXT ez go

Hello,
I have a 1998 Ezgo txt gas golf cart. I am having issues with it running. When first starts and you are driving it seems to run slow. Once you go for a little while it gets faster. I went and replaced the following, plugs, fuel filter, fuel pump, air filter and put a new carb on it, and also changed the alternator belt and drive belt. It still does this after I did those things.

Secondly, it doesn't seem to have any pulling power when going up a small hill. I know its not going to go real fast up the hill but it hardly goes up the hill. Its like the motor is laying over.

Any help would be great.
