Default how do i make my '93 cc gas faster "cheap!"?

I have been told that I can make it faster by adjusting the governor rod and the rod going to the rearend. That sounds easy enough, but I don't know where to start. I just want it to be over-all faster and have a quicker response over the factory set " turned down" setting. I would greatly appreciate some help with this problem. I am putting a lift on it soon with 23x10.5 tires so you see why I would like a little more power.

Welcome to BGW! here is the problem.... you have a 17 yr old flathead 9.5 hp motor with lots of hours on it. How is it supposed to turn 23s up out of the creek bottom? There is no silver bullet for horse power.... you might go with smaller tires or a bigger motor.... But cheap? Good Luck.
