Update on the cart .

I bypassed the forward and reverse switch with no change.
After ruling out the FnR switch I decided that the motor might be the problem.
I tested for continuity across A1/A1 and S1/S2. It seemed like there was no continuity across A1/A2 . I decided to take the motor out to test again and get ready to replace if it was bad. When I got it off a large about of black dust came out . I tested continuity again and this time it had continuity across both sets of terminals . I blew he motor out with compressed air and reinstalled it. Now the cart rolls again but still crawls for a block or so at low speed before it picks up some speed.

I wonder if the motor took some damage from that built up dust or of my ITS is still giving me throttle issues ?? I ordered a new ITS to make sure

You probably need new brushes. (and maybe some cleanup of the commutator) I would pull the motor again and disassemble it. That kind of motor problem can damage the controller.

After letting the batteries charge all day the pack voltage came to 38.2
With each battery measuring 6.7

I took it for a spin around the block to see if anything has changed from the cleaned out motor. It only made it about a block before it lost power and wouldn't move

I decided to load test the batteries to make sure they were good.
5 out of the six batteries dropped to 5.6 while under load
The 6th one dropped to 5.06 under load
Sounds like that 6th battery Is bad for sure , not sure if a drop to 5.4 is acceptable

While load testing them I noticed the motor was getting very hot. I'm to sure if that was due to the motor trying to move the cart or from me disturbing the dust inside
