Default 2004 CC gas noisy loud brakes

I have a stock 2004 CC gas (fe290). Upon braking the cart slows down as it should and right before it comes to a complete stop the brakes make a loud rubbing/dragging noise. So, I have pulled the tires, to find the drums stuck on. I finally get them off and inspect the system. Clean everything, and reassemble. The drum won't go over the pads. So I disassembled and adjust the screw at the bottom. Reassemble and the drums will fit over the pads now. But the loud noise still exists. I need a bit of direction here on where to adjust the pads loose again to ease them up. It feels like they are very very tight.

I actually have the same issue, but when I take my drums off, the shoes don't look evenly spaced from top to bottom, and the only adjustment, seems to be the gear adjustment screw.
So the question I have, are there other adjustments that I am missing?

This is what I am talking about, what causes the brake shoe to get out of alignment,( if you fiddle with the shoes you can get them in proper alignment but as soon as you hit the brakes, they're back out of alignment)
