I have checked all connection in the red line of the diagram. All have pack voltage.
I check the battery lock out, applied pack voltage to the orange wire to pin 5 .
nothing different.
Now for a question,on the run / tow there is 4 wires on one side of switch and 2 on the other. Is this right?

Anything else I should be checking for?
Just give me some more direction and I will check it out.

Ok men I need you to tell me some more things to check. Keep in
mind, most of you work on more carts in a week than I see in a year.
Do the controllers on this 48 volt system fail and not let the neg. side of the solenoid make ? if so, what's the best way to test? It has a FSIP controller

Whoa - Wait - What!? It has an FSIP controller? Never heard of that, but i guess it's possible.
I suppose that is a repaired unit - not new?

You may be on to something. Disconnect the negative side of the solenoid activation circuit and run a new wire from this terminal directly to the Battery main - or the controller B- and then see if the cart runs
