Default Non starting. Cables out of adjustment?

So I just rebuilt my engine and put a new carburetor on it. Has great spark and fuel. Valves set at .005 lash. While cranking the cart it will start to smell of fuel and eventually backfire. Occasionally it will start if I pull the throttle on the carb all the way back to the stop screw. What I'm wondering is if anyone has had any issues with the return spring being stretched or worn out? Can the cables be out of adjustment? Has brand new carb and spark plug.

Unless carb is from running cart it could still be problem .

if it's a cheap aftermarket carb it could still be an issue.

What kind of compression does it havE?

I have cleaned the old carb and put it on and it does the same thing as the new. I do notice my throttle doesn't return to the stop screw. I have even tried a spring from a parts cart and a stiffer spring to no a avail. In service mode I can crank the cart and it will never start unless I reach down and return the throttle plate to the set screw. The throttle plate is always open to far and the different springs I try never return it all the way. Does this mean my cables and or governor are way out of adjustment? I have awesome spark.

It has around 120 psi.

First, try disconnecting the cable that runs from the governor to the carb. How did you route it when you put it back in?

Try and start it with the cable disconnected, controlling the carb manually by hand. See if that's any better. If so, remove the cable you disconnected completely. It should slide from end to end *VERY* freely. If theres any resistance then I would replace it.

Also, 120psi is very low compression, especially on a fresh rebuild. Should be close to the 170psi range. Are you positive you put the rings in correctly? If so, I'd run it and let the rings settle and seat in there, sometimes it can take a little run time for everything to seat and it will come up once they do. but I'd recheck it and keep an eye on it. And make sure you're checking compression with the throttle held in the wide open position.
