Default '99 TXT - Full Throttle or Nothing

I have a '99 EZGO TXT, I bought it used and it came with bad 36v batteries and an Alltrax NPX 36-48V controller. I replaced the batteries with new Continental 48v batteries. The problem is that it slams into full throttle speed when first pressing the pedal, there is no speed control. I did not replace the solenoid which I believe is for a 36v system, although it activates as it should, at least it seems. Could the 36v solenoid be the issue? Number on the solenoid is 70-120244-5.
