Default Motor current dropping to zero and back up constantly

I have a 2004 Club Car DS. I've been having issues with shuddering during take off, and decided to check the batteries under load. So, I lifted the rear wheels off the ground and measured the voltage across the pack.

The voltage across the pack was fine, even under load. I noticed, however, that that the motor itself appeared to be rapidly turning itself on and off again, rather than providing a constant force. I hooked a handset up to the cart, and the armature and field current are both rapidly fluctuating between zero and a peak value, rather than providing a steady value. The same trend was visible for the PWM values for the armature and field. The throttle position, as measured by the computer, was steady throughout, so I don't think that's the issue.

Anyone have any ideas as to what might cause that?

Maybe worn motor brushes. Or a dead spot in the armature.
