I'd stick a meter on it and rev it up to make sure the voltage reg or S/g are producing 13.5 or better if not it could be that the battery is draining slightly over time or when under a load it's dropping (like a dead cell). Reason I say all this Mine was acting just like yours and it ended up being a bad voltage reg. It would keep the battery at 12.4 volts but was never charging to max.
