Unfamiliar arm near clutch?
I recently aquired a 1988 EZ-Go Marathon. After going over the entire cart for any maintenance issues I noticed an un familiar arm that rotates near the clutch. The control cable for it is connected to the throttle on the carburetor. I can see that the spring for this arm is not strong enough to bring it back after the throttle is released. Being new to golf carts I have not a clue what this arm is. Any help would be greatly appreciated.

Yes its the governor! The clutch presses the lever that in turn pulls back on the throttle. Mine was unhooked on my 88. I hooked it back up, just for curiosity. Only took about 2 laps around the yard and unhooked it again. Top speed was about 10 mph.
