19mph only if it has been programmed. An off the course RXV won't do 19

No, you are absolutely correct, but the capability is there in all RXV motors and drivetrains.

Just make sure if you buy it from a dealer that they know the deal must include them adjusting speed to max 19 mph setting on the RXV. With 23" tires if you lift it will get 26-27mph and hold close to that even with big tires up hills.
