Default Need help on 2 RXVs

First RXV is 2009 With Danaher controller. cart moves very sluggishly, about 1 to 2 mph. Battery pack is 4 12 volt Trojan with pack voltage of 50.2 volts. 1 year old.
I have tested the Accelerator sensor and it is showing proper operation.
I have tested the Brake sensor and verified proper voltages according to the troubleshooting guide.
Tested the encoder and it passed.
replaced the controller and still the same results.
Any help appreciated.

Second RXV is 2010 with Danaher controller.
Won't move. When switched is turned to On solenoid clicks and stays energized until you turn switch to forward or reverse, solenoid drops out and reverse buzzer comes on and stays on until you turn switch to on or off. but cart doesn't move. The brake releases properly when you put run tow switch into tow.
Pack is 4 12 volt NAPA batteries and show 50.1 volts at rest.
I performed the same tests on it as I have the first cart, with the exception of replacing the controller. I will do that tomorrow.
SUGGESTIONS?

I don't have the handheld Diagnostic unit. All tests are with Fluke meter with Hz function.

Put voltmeter across battery..put switch to N....wait couple of seconds..the put to F...see what the voltage is when you press the accelerator pedal

Replaced controller on the 2nd RXV and still the same results.

Most everything I have read points to the Encoder in the motor being bad on the first RXV I listed here. Any other ideas?
