Default Over heating

I have a 2010 precedent and of course I couldn't be happy w out jack'n with the governor. I bought it refurbished and it was only running 16mph.i bent the lil arm up connected to governor and was running 25mph on gps but it was running too hot. What would be a safe speed for a 4in lift with 22s on it, i have no way of getting rpm reading.

I would personally say about 20mph but you can hit the high's still, just dont stay there.
