What is this connection in the battery compartment?

Also, where would this speed chip plug into?

The speed chip in your pic is for the 36v model PDS. The connection you've pictured is the diagnostic port for the 48v system. The 48v that you have uses a different speed chip entirely, which plugs into the diagnostic port you've shown and uploads a code to the controller. p/n 629714 is what you want.
