Default Headlights out

This is a strange one. At least to me.
My headlights on my 2008 RXV stopped working so the first thing I did was try to find a fuse. So I found a fuse that I think is the right one. I pulled it and checked it with an ohm meter. Continuity was good. Now when I try to reinsert the fuse its gives out a hot spark and I hear a loud pop. The spark is hot enough to burn the tip of the fuse but didn't blow it. The wire also goes to the 48 to 12 volt converter. Do I have a bad converter? How can I check? I'm really lost and all replies greatly appreciated.

undo the reducer when putting in the fuse
check for 12v power at your fuse ... spark would mean yes it is powered but what voltage ?

You have a DVM check all your voltages at each connection!

That is not unusual. There are some big caps in the reducer that cause the spark. Mine does it every time I reconnect it. Check the output of the converter for 12V.

Gonna get back to it today. Can anyone tell me how to check the output of the converter? I sure don't want to fry anything. My converter is a Tobsun with 4 wires. 2 black, 1 red and 1 yellow. One of the blacks go to bat#4 -. The red goes to #3 +. The other black and yellow trails off into a harnesses that I cant determine where they go yet.
I have a DVM just not sure where to probe.
Where should I have F/N/R switch ?
Tow/Run switch in tow or run?
Thanks for all your help. I am pretty mechanically inclined on a car but not these carts.

cart in tow
dvm on dc voltage
test leads
black on the black to the harness
and red on yellow
should be 12v

f/r switch dose not matter if tow switch is in tow
the tow on is just to protect the controller
