Question 06 ezgo 36V Won't run

I acquired cart that hadn't been run in at least a year. Replaced, batteries,, went about 200 feet and died. I assume controller went bad,but before I spend the money to replace, and hopefully not fry it, here's my concern. Jumped motor , moves fine. I have 38 v at all motor contacts, with cart just sitting, ignition off. Have 38 volts on both sides of solenoid again sitting idle. Is this what i should be seeing? Have connected and disco'd batteries several times no arcing, therefore I do not think I have a short anywhere.
