Get a multimeter and set it for Continuity (should have beeping feature ) or resistance/Ohms (if not).

Take all wires off solenoid and label them where they go. Hook a jumper between one of the small posts to battery pack negative, the other to battery pack positive, should make audible click. If it does, put the multimeter probes on the two large posts, and if it beeps or shows 0 resistance you're ok. If it does not click or pass the test when it does click, it's bad.

I would leave everything connected and run some voltage tests. Does the solenoid click when you press the pedal?

Then the solenoid is good because the cart runs. You have something else wrong. Possibly a problem in the pedal box microswitch or a connector problem. There should be a small four prong molex plug in the wiring coming from the pedal box inside the battery compartment. Locate it and inspect for corrosion. You will need to have a voltmeter to run some voltage measurements.

The way the solenoid gets voltage to energize when the cart is in forward or reverse is a voltage from a small reed interlock switch in the charger receptacle *(the smaller wire) through a microswitch on forward reverse switch assembly through the key switch through a microswitch in the pedal box when the pedal is pressed to the terminal on the solenoid you jumped 36 volts to.
*Note: The charger must be unplugged to check for voltage at this point.

Do you have a red/white wire coming out of the back side of the charger plug on the cart? under the seat? If so check that wire to see if you have pack volts. If not run that wire to pack volts pos, that is a reed switch and if it's bad the solenoid wont click by pushing the pedal
