The total pack voltage should be at the wires going to the key switch. You can wire it to the key switch so that it only comes on when the key is in and turned on.

Yes. There should be two screws (that's what I have) holding the bottom of the key switch plate. Once those are removed, slide the plate downwards to clear the holding tabs on top and pull out to access the key switch and wiring.

You have to take the rivets out. Push the plastic center through the rivet and pry out. If you're careful with the rivet, you can reinstall it by just pushing it back in when you're done.
The ones with screws have had the rivets removed and replaced with screws.

I have screws on my key switch but the top of the assembly is und the overhang with the rivits did not know if you could slide it out or not on a 2006 pds

I would say if you have screws then the switch has been out for some reason like installing lights or some other switched option.

your right closer look they are rivits not screws. So for me to take the dash off i have to buy a rivit kit. does not make since if you wanted to wire something you would have to have a rivit kit. Will the silver rivits not pop out and go back in? seems like a bad desgin but i guess they we not expecting people to take them apart but seitches fail. Hum
