. . . part #15 and #3 are normally rusted together . . . I used a lot of PB Blaster and a large mallet with a drive punch . . . and many selected adult oriented words to get my bolts out . . .

I went with the punch and large hammer method. Oh, and as steve mentioned, the "adult oriented words" are pretty much a necessity!
