Straight wired as did you have the toggle switch in place. Try hooking the VR up without the toggle switch.

Check the fuses.
I'm not sure what to tell you other than it could be a bad VR. |

If the +36v readings you are taking are on the converter side of the fuses and the black wire on the converter connector (not pack negative), then the converter is bad.
