Regen I was not manufactured for very long - from late, late '95 to early '97 I think. Since I own a (virtually stock) Regen I, I think I've discovered most of the differences:

1) Regen I has no run/tow switch, instead a second solenoid trips the run/tow function on & off with the key (or pedal up). Its about 10 seconds, and is derived from a count-down timer circuit in the controller.

2) Regen I has a one-of-a-kind Black "T" shaped controller - they are no longer available. These "can" be repaired/swapped or replaced with an aftermarket one (mine was repaired after about 12 yrs of use). Not sure how much longer people will repair them, but there are kits to change Regen I to II. The difference in controllers can be seen in the attachment.

3) Regen I has an old style OBC and RED OBC warning light (vs Yellow), with apparently fewer "OBC features". There were OBC kits to change these out, too but I never have.

4) Regen I has an adjustable Pot Box (not MCOR) driven by the accelerator. Its more open to the elements so may not be good in mud & slime - mine has been bulletproof in multi years of only-golf-course use, though. Regen II probably still used a Pot Box for quite a while also (maybe always).

5) Not sure if the motor between I & II is different or not - mine reads 3.75HP on the case and seems a tiny bit faster (14-15mph) than people I've known with Regen II. The slightly faster speed of my Regen I might just be a coincidence, though.

I think I have seen Regen 1 carts WITH a run/tow switch. The diagram you posted shows it as well

I wondered about that - but they might be conversions - otherwise the count-down timer circuit in the old Black controller would have to be re-routed, eliminated or bypassed...no? Just wondering - its not like I really know.

Joesam nailed it. Regen1s do not have tow/run switches. Keyswitch off = Tow
