OK I unhooked both white three prong terminals that come out of the controller only have the battery positive battery negative and output to the motor hooked up and when you depress the gas pedal the same thing happens anybody have any ideas

Only thing I can think of is that the big cables are connected wrong and it's putting full voltage to the motor when the solenoid closes (the solenoid closes when the gas pedal switch is operated during tip-in of the gas pedal).

I don't know what the correct way is however. I do know that normally one side of the battery pack is connected right to the motor and the controller drives the other side (+ and -).

Test that throttle sensor.
I know you have it disconnected but doing that the controller might not know which way to drive the output.
It seems to me it should default to the no output condition but I don't know.
