Default 2003 ezgo 36v series drive and solenoid clicks but cart wont move

I have full pack voltage (41.1) between M- and B- as soon as pedal is depressed and solenoid clicks the voltage falls off.
with Molex plug plugged in and DVM negative lead attached to B- and DVM positive lead attached to controller pin 2 (black) when I depress the pedal and solenoid clicks I have 15.2 volts
leaving negative DVM lead attached to B-1 and positive lead attached to controller pin 1 (white) when solenoid first clicks I have .5v after slowly depressing pedal to the floor I get 1.7v
I checked the motor by jumping 12v to motor and motor runs.

solenoid clicks and cart doesn't move ?????? WHAT NEXT ??? HELP !

If the pedal is only pushed far enough to make solenoid click and not pushed any further and the voltage drops off, then the solenoid contacts are not closing for some reason, so the solenoid needs to be replaced.

However it is normal for the voltage to decrease to to zero as pedal is pushed to floor.

Mystery Me................I was feathering the pedal between initial solenoid click and very slowly depressing the pedal and the wheels started turning ............after that the wheels will turn every time I depress the pedal slowly past the solenoid click or rapidly to the floor. ????

Is the cart fixed or should I expect intermittent problems from the solenoid or the ITS ?
