OK, did you experience the stuttering problem.

Does the stuttering happen while accelerating then smooth out when you reach top speed? Can you get a voltage reading while stuttering?

The voltages you are quoting indicate a very low state of charge for a 48 volt battery pack. You also indicated low power and poor battery life. All of these issues point to bad batteries.

Yes it shuttered

The shuttering seams random. Sometimes in the low to mid throttle and other times floored it will shutter and jerk not allowing top speed and experienced low power climbing an pretty steep incline.

The voltage will increase usually about 1 volt from current reading,or maybe a bit more. Depends on the severity of the shutter. The worse it is larger increase of voltage, but usually a 1 to 1.5 volts
