If you want to check valve seat sealing condition, pour gas in the intake and exhaust port and see if any bleeds past the valve seat area.
You can clean carbon build up easily with easy off oven cleaner.

Sharing an update:

The engine is running great. With your help, some patience, YouTube, and the service manual I was able to get everything back together and working well. Only notable difference is the cart seems a bit slower than it did when it was smoking. Not sure if maybe it could be the throttle hookup or what. I haven’t been to worried about that, just enjoying the success of getting this going.

My Uncle gave me this cart from his junk yard as a project. I’ve been chipping away at it for the past six months. He passed away in January and one of the last conversations we had was about getting this **** cart running again. Thanks for helping me out... he’d be happy (and laughing at me) if he could see this!
