Default Rebuilding an EZGO Workhorse / Questions

EZGO 4cycle OHC GXT 804 D Marathon
Serial # A36178
Manufacturing Code A1396 - Means this is a 1996 ?
Robin Engine EH29C - Engine is running

Cart was given to us, intend to rework the body and paint/ seating and accessories, new bigger tires came with it.

Where can I get a Maintence Manual (not the owners manual) for this cart?

Spark plugs were of 2 different sizes, What is the correct plugs for this engine?

Installed a new throttle cable, Govener is maxed out, noticed the rpm has to go up quite a ways before the clutch is engaged, acceleration is very slow but speed picks up later, Would a shorter belt, help the acceleration and the clutch lag?

-Unable to get current belt size by looking, also the tires are bigger than the normal cart tires.

Thanks to anyone who helps!

Thanks StoveBolt, The Engine Service and Parts Manual helped.
