Default 2015 Club Car Precedent gas

Have a 2015 Club Car Precedent gas golf cart and want to get it to 25 mph with the rear passenger seating
What are my choices.
I plaid with governors and it is jerky when driving so looking for some solutions

What engine do you have in it? Kawasaki or Subaru? I have the same issue with my 17 Subaru, if I use the zip tie trick it becomes very jerky getting on and off the gas. I've backed the zip ties off and it's better but only running around 20mph with 23" tires.

Owner manual says Subaru motor it has set screws for the governor and I adjusted them to get the higher speed but at 20-21 the cart jerks forward and the motor hunts at full throttle.
Just need it to do 25 mph and can’t seem to get there.
Thought about replacing clutch spring but really need someone who has had luck hitting the higher speeds without breaking the bank.

If you can hit 20 taller tires will gain you some more mph
