Check this.

You should have power at the blue wire at solenoid with key on.

With shifter in gear and pedal depressed you should have ground at the orange wire.

See which is missing

Sounds like a bad solenoid to me.

What happens if you manually apply power to one small post and ground to the other? Starter should spin. If not replace the solenoid.

Just to clarify, did you replace the solenoid with a continuous duty one? Riding mower solenoids won't work as they're used only for starting. Golf cart solenoids stay on when the gas pedal is pressed to charge the battery.

I ordered and replaced the solenoid with one from Amazon that was supposed to be for that year. With key off I get over 12 volts on both small posts.

Sorry just re-read your last post. You said no ground at the orange. My fault.

That goes through the limit switches. Specifically the service mode switch and the pedal activation switch.

Look at the diagram above. Make SURE the correct wires are on the correct posts and the yellow service mode cam on the back of the shifter is making contact with the limit switch that has the black, green, white wires.

If all that is good, then follow the circuit back and see where you’re losing ground. It should go from the orange solenoid wire to the orange wire at the pedal microswitch. On the other side of that microswitch it is green where it runs to the service mode microswitch. From there it runs into the black wire which runs straight to ground.

Just use your meter set to continuity so it beeps if you touch the probes together. Hook one probe to the negative battery terminal and check each of those wires (orange, green, black) for continuity to ground. All 3 of them should beep with key switch turned ON and pedal depressed.

If none of them beep then the black wire is not grounded and it should be.
