Yep....all connections tight and clean. New 4 ga. cables.

All connections at controller and motor are good and tight.

All wiring seems in the proper place.

Just general info for PDS carts.
First: the All terrain chip is either nothing plug into it or a blank plug with no wires. If you have the blank plug you can make a speed chip out of it.
Second: a PDS cart with 23" tires has ran great for 4 years now with the stock controller in it. My 04 has performed very well.
Yes the controller can place the cart in slow mode on it's own. There is something going on with the controller I would think.
If the cart want roll in forward try disconnecting the controller and see if it rolls then.
Rebuilt controller's are OK I guess but new is a lot better in my opinion.
If you have the All train chip then the cart should start coasting with you even if you keep the pedal pushed down once it slows under the pre set then it will start pulling again, the regan braking should be very little going down hill.

After reading the post on the other board I would say the speed senor on the motor is bad. Thinking about it you say by cutting the power off it reset'ss itself again which beleives me to think it's the motor senor resetting each time. If it's the controller it wouldn't reset I don't think.

best way to check this is tooput a thermometer on the controller raise the cart run it a full speed then take foot off throttle, check to see if anything is hot motor controller sel. and cables..... if anything is hot trouble shoot that first, if you live in az do this at night because everything is hot anyways :) after testing and not letting it sit try to push the gas again and see if you are being limited still then either the controller is going out or, your motor isnt happy, also check each batt. with a load tester to see if they are shorting out internally however this isnt very probable, when the vehicle is jacked up see if you can turn the wheels both ways , if they wont go forward unhook the batts and then unhook the motor there should then be no resistance in the motor and the weels should turn freely, if the wheels still wont turn your problem lies elsewhere

You said in an earlier post you could not push it in tow mode and now your saying the wheels turn freely when its jacked up and in tow mode!
