I know i had voltage on most of those. If i did and no click?

All of them - not some or most!
If you did and no click maybe a bad solenoid.

I do not have b- on blue /pin6 and when i run a jumper from b- to that post, the solenoid clicks, but nothing still happens. I will double check all the pins you mentioned. What tells the controller to supply B- to that wire?

I came across this thread and it all seems to be the same issue I am having.

From what I gathered if I am getting power on J4 pin 1 than the controller should send B- to pin6/blue wire. If this doesn't happen, then I have a bad controller.

Yes. No B- to pin 6 is one way the controller can fail. You ran the pin 6 bypass and the solenoid closed but the controller still a no go = it could have other issues.
When the solenoid clicks what is the voltage between controller b- and m- ? and what does that value fall to when you press the gas?

If you mean a1 as opposed to m- than i always have 39.5 volts rather the solenoid clicks are not

Just an update, I received a new motor controller from Scottyb last Thursday, installed Friday and am up and running. Well sort of, my kid hit a telephone pole, so now i need to replace some steering knuckles.
