Default Battery charger

Is this a decent charger? Don't know why picture is upside down and I don't know how to turn it right ways up

I bought a hydrometer and we tested all the cells in out 6 batteries all cells were in the green except one was below the green and one was above the green
(above green is closer to red) Plugged the charger in, and in just a few moments it dropped to the charge rate you see in the picture

I use the same charger on my EZGO 36V, works great. It will charge it to over 36v once you pull the charger the battery pack output will drop to about 38v

What is the battery pack voltage 12 hours after the charger shuts off automatically? (Fully charged is at least 38.2V)

What are the individual battery voltages 12 hours after charger shuts off automatically?

What does the charger's ammeter read in the few moments before it drops to 11A?
