No solenoid movement on Western golf cart

Looking for anyone who has a electrical schematic or is familiar with the western golf carts. This one is probably early 90's or 80's and is 42V. The owner said that he came back to his winter home and put the key in and it took off so he hit the brake and turned the key off and it wouldn't move again. He put in a new solenoid and still nothing. I checked both small posts with DVM and there is 42v through it when pedal is pressed but solenoid isn't popping up. Any help with this would be appreciated. Thanks
