Default 1985 club car with Kawasaki engine

I have an 85 club with the factory engine and was wondering what the arm does that comes off the bottom of the engine and connects to the throttle linkage? Can this be unhooked?

If it's what I think you're referring to it IS your throttle linkage. Accelerator cable from the control box connects to the bottom of the arm & causes the arm to pivot and pull the throttle open. Rod that runs horizontal from near the top goes back to the governor. If that's it you would have to get creative with some other form of throttle linkage to remove it and still function.
