Default 99 DS going slow, clutch/belt issue

Hello! I recently purchased a running 99 Club Car DS that runs ok, but I plan to do a full restoration as a project with my son. When driving it though, the cart takes off and speeds up pretty good, but then you can feel the speed drop right off. Not sure if it’s the limiter? But it looks like the belt isn’t going up very far on the clutch. See the attached pictures. Does this look to need a new belt or a new clutch? I have run it in maintenance mode and the belt goes up the clutch about halfway, which is the midway mark you can see in the SideView picture of th clutch. I think I may be getting about 10 mph or so out of it.

The belt feels not too tight but not much slack either.

Welcome to BGW Jams!

It could be a couple of things, a worn drive belt, or worn drive clutch buttons...
I'd start out with a new drive belt first! (yours looks pretty worn)

So I’ve looked to find a belt online and see 2 different sizes listed as being the original size for a 99 club car DS as 1” x 38 1/2” and 1” x 37 3/8”.

Which belt should I go with? If either one works, would one give me a bit more speed or power?
