Default Possible coil issue? My 91' surges and loses power

I inherited a 91? EZ-Go with issues. Have installed a new carb and fuel pump that came with cart. Swapped old linkage plate and spring onto new carb because new ones operated different than old. No manual and not much of a small engine mechanic. The cart has been serviced by mechanic before but it has always had trouble running good for very long (more than two engine hours)...

Cart will start and run like hell for 20' then drop to a rough low idle then surge back to full power for another 20' then repeats. Have gotten 300' at most before it peters out again. Noticed on some longer runs while watching carb and trying not to hit a tree, that fuel is coming out of breather tube. Didn't really want to adjust float on the new carb as they make me nervous to tinker with them. It's new and I don't really know about carb adjustments anyway.

Could it be a coil issue? Maybe igniter? Any ideas will help!

Could it be the governor out of adjustment , cutting the speed back then letting it speed up again ,mine did that until I took it off.

I also would try disconnecting the governor cable at the carb and give it a try won't hurt anything just don't try to break the sound barrier. If this works eather adjust or remove.
