Have you installed a torque spring?

No. I need a new belt anyway I beleive as the one that came in it looks to be way too long and actually hangs down. Im planning a new belt and umax spring.

Get one of the double cogged belts--I think you'll be happy. The severe duty belt from CCP rode high in the secondary...Big difference over stock belt.

How tight should the belt be? I imagine too loose and too tight arent good? Or can it be tight without issues?

It should look like the pic, with no droop. You should have to "work" to get the belt over the sheave. If it just flops right on, the belt is too long. When this belt was new, the cart would move as soon as you hit the gas to start it. It's that tight
