(Disclaimer that’s not my cat. Just one I found searching Google for cat on a leash. Besides our sidewalks and roads are covered in snow and slush right now. A cat would just slide and get wet and gross. I’ve never dragged a cat behind my golf cart on a leash. A kid in a sled however, different story all together)
