Default How fast should a marathon run?

My 92 Marathon 4 stroke seems slow to me, but I dunno, this is my first cart.
It is lifted with 23x10.50x12s and the governor tied back, but it will only run 19mph flat out. The carb is wide open, and it isnt hitting the rev limiter, just doesnt want to pull past that.
I have 165psi on both cylinders, and the valves were just adjusted, and it has a new air filter.
Both pullies on the belt are moving, so I dont think they are locked up.
The rear is full of fluid, so I am out of ideas.
Anyone?

It should run out around 25mph with 23" tires and a rev limiter.
Some of the 92 carts I have come across don't have rev limiters.
Gov. tied back ??? With wire? zip tie? there's a reason they make those adjustable.
What belt are you using?

I dont know what size the belt is, I havent changed it. I ran across a post about using a nylon tie on the governor to bypass it, but that didn't make any difference in the speed, so might as well remove the tie.
I tried revving the engine in neutral today, and it doesnt seem to hit a limiter. I guess maybe mine is one of them that doesnt. I dont have a tach that will read a 2 cylinder so I dont know what it is turning.
I checked the fuel filter, and it is clear, the pickup in the tank is unrestricted.
At top speed, the outside of the belt is about 1/8" in from the outside of the front pully if that makes any sense. The belt doesnt look to be worn much, but I guess it could be the wrong one.

Ok, I checked the belt size this afternoon, it is a Dayco belt labeled E-Z GO 27077-G02
Is this the right one?
